Dear Industrialist/Manufacturer Friends,

We've left one more year behind with its sweet and bitter sides. I hope that the growth in the exportation field will continue also in 2008 and everyone of you can make progress in accordance with your demands.

As you all know, on the last day of 2007, with the decision of ministerial council, VAT encouragement support is raised from 1% to 18%. This sudden change of decision in our country have drastically effected the whole users, leasing companies and us, sellers. It has caused additional cost weight especially to the decisive users. For example, an equipement that was bought at the price of 100,000$ would be 100,000$+1% VAT when it was billed. However now, the price of a 100,000$ equipement raised to 118,000$ when it is billed on the conditions of 18% VAT rates.

This VAT increase effected mostly those manufacturers who work with small financial structure in a factory based way. Especially for the finance of new investments, in the new investment period in which VAT can not be collected, in the consistantly used financial leasing operation, it increases financing costs of investigations. The companies pay the 18% VAT in the monthly installments by cahs in advance to the financial renting company, and decline this amount from the VAT that they will pay to the government not immediately, but after one year. Here the main problem, according to us, is to bring in the decisions without a process of transition, and more improtantly capital goods to have 18% VAT rates.

Dear Minister of Finance defends this system very much, he might be right in terms of adding to the income of the commonwealth. However, there is one thing everybody must remember, which is that the industrialists/manufacturers make investments and try to produce under very hard conditions and they are hard pressed because of low rates. The increase in VAT rates also another factor that adds to these difficulties.

My request from our Minister is to listen to the industrialist/manufacturer once again. I believe that to decrease the 18% rate to the rate of 8% which is applied to dead stock/ agricultural machinery would be very helpful in the manufacturing sector which is in real difficulty.

I think that to support our brothers, who are making production, providing employement, paying tax at all points and playing great role in our Country's developement process, is the ultimate duty of all of us. We all know very well that to spend without producing would cost rather expensive in the couse of time.

It's a duty for all of us to improve by spreading out the succes in automotive and white goods field, which we gained from the production of industrial goods as a must for our Country, to different fields.

I wish a Turkey in which we can live in peace, harmony and understanding in 2008.
